Mission & Objectives

RoSE mission is to guarantee a respectful professional status for its Members and to support their professional development.
RoSE aims at becoming the Key Actor of Civil Society to enhance and support the development of an effective and a fair evaluation system in Romania.

RoSE aims to become for Romania:

  • The Key Promoter of fundraising by supporting the implementation of fair and appropriate evaluation concepts, principles, methods, procedures and best international practices;
  • The Key Leader in developing professional competencies in evaluation based on ethics and code of conducts;
  • The Key Provider of expert services in evaluation through its Members
  • The Key Professional Organization to be recognized by the evaluators as their best support for fulfilling professional accomplishments.
  • RoSE 's main objectives are:
  • To promote high professional standards in line with the specific features of the evaluation services;
  • To represent and to protect its members' interests;
  • To enhance professional competences for each socio-professional category involved in project assessment and in the evaluation of programs and public policies;
  • To make lobby for enforcing the specific qualification framework for evaluators in Romania, in line with international best practice
  • To develop awareness on the importance of high professional standards in evaluation through participation in specific projects and events.

Misiune

Scopul primordial al RoSE este sa le asigure membrilor un statut profesional respectat si sa ii ajute sa devina mai profitabili si de succes.

SOCIETATEA  ROMĂNA A EVALUATORILOR DE PROIECTE, PROGRAME ȘI POLITICI PUBLICE isi propune sa devina o voce civica coerenta si responsabila care sa influenteze si sa modeleze  sistemul de evaluare in formare din Romania.

RoSE isi propune sa devina:

·         principalul sustinator al politicilor in domeniul evaluarii din Romania, atat din perspectiva evaluarii proiectelor, dar si prin implicarea membrilor sai in identificarea si dezvoltarea de programe si politici publice coerente si durabile ;

·         liderul recunoscut in dezvoltarea de standarde privind desfasurarea unor activitati pe baza expertizelor profesionale etice;

·         asociatie valoroasa prin membrii sai, profesionisti de elita

·         asociatie vazuta de membrii sai ca esentiala pentru succesul lor profesional.

 

Principalele Obiective  ale RoSE sunt:

·         menţinerea unei calităţi corespunzătoare a standardelor profesionale ridicate, impuse de natura şi specificul serviciilor prestate de către membrii Asociaţiei;

·         protejarea şi reprezentarea membrilor grupului;

·         recunoaşterea competenţelor de evaluator pe fiecare categorie socio-profesională.

·         realizarea unui lobby profesional în rândul factorilor de decizie în vederea recunoaşterii oficiale, prin intervenţie legislativă, a calităţii de evaluator autorizat de politici, programe şi proiecte.

·         dezvoltarea organizaţiei prin participarea la proiecte specifice.

 

Principalele activităţi care vor contribui la realizarea obiectivelor vor include printre altele, dar nu limitativ:

- Crearea şi consolidarea unei baze informaţionale şi de cunoştinţe profesionale pentru elaborarea de proceduri, bune practici şi studii de caz din practica naţională şi internaţională;

- Stabilirea unor standarde profesionale de calitate în evaluare;

- Participarea membrilor asociaţi la programe de instruire, schimburi de experienţe, conferinţe şi seminarii de interes profesional utile fiecărei categorii socio-profesionale;

- Obţinerea acreditării pe training vocaţional, ca prim pas al recunoaşterii calităţii de evaluator autorizat;

- Cooperarea cu organisme similare, naţionale şi internaţionale, prin participarea la seminarii, proiecte şi programe comune cu scopul dezvoltării şi întăririi capacităţii instituţionale şi al schimbului de idei şi bune practici.

- Colaborarea şi participarea împreună cu autorităţile publice centrale, regionale sau locale, dar şi în parteneriat cu sectorul privat, la derularea sau estimarea unor programe sau proiecte care solicită competenţele complexe ale evaluatorilor; Participarea activă la elaborarea şi măsurarea politicilor specifice domeniilor economice corespunzătoare competenţelor evaluatorilor.

- Crearea şi consolidarea unei imagini transparente în vederea comunicării eficiente prin site şi forum personalizat.

- Activităţi specifice de lobby profesional cu scopul obţinerii acreditării de evaluator autorizat de politici, programe şi proiecte.

- Activităţi economice sau de altă natură, în concordanţă cu scopul şi obiectivele asociaţiei.

- Activităţi de cercetare, dezvoltare şi inovare care susţin obiectivele asociaţiei.

RoSE as a Member of the International Organization for Cooperation in Evaluation - IOCE, is an active promoter in Romania of the Awareness Campaign “A DECADE OF >>> ACTION

.In September 2019, the UN Secretary-General called on all sectors of society to mobilize for a decade of action on three levels: global action to secure greater leadership, more resources and smarter solutions for the Sustainable Development Goals; local action embedding the needed transitions in the policies, budgets, institutions and regulatory frameworks of governments, cities and local authorities; and people action, including by youth, civil society, the media, the private sector, unions, academia and other stakeholders, to generate an unstoppable movement pushing for the required transformations.

According to the approval of the General Assembly of April 10, 2019, the Romanian Society of Evaluators of Project, Programmes and Public Policies - RoSE changed the Seat of its Headquarters.

Starting with May 2019, the new RoSE Headquarters is seated in Bd. Stefan cel Mare, no. 13 A, CRP Complex, Administrative Block, 1st Floor, Bucharest District 2.

Considering RoSE’s experience in developing the Occupational Standard and the results of its activity as authorized professional training for the period 2014-2018, Romanian Society of Evaluators of Project, Programmes and Public Policies - RoSE has been authorized by the Ministry of Labor and Social Justice and the Ministry National Education to provide training courses for the occupation Evaluator of Projects, COR code 241263, for the further four years-period, starting with February 2019.

The authorization can be consulted here.

The training provided at RoSE Headquarters will be tailored to cope with the new European Programs and to respond to organizations and individuals interested in specific areas of intervention. Upon request, courses can be organized at the seat of interested organizations for groups of min. 10 people or in other locations in the country.

RoSE as an active member of the Eval Partners Global Network, with sound references in international projects, has been invited to participate  in the EvalPartners Innovation Challenge on "Strengthening the Role of VOPEs in Democratizing Learning and Evaluation". This is  to invite RoSE Members to identify transnational partners and to initate a project proposal. The deadline is November 30, 2018. RoSE Board Committee provides support at the request of those interested. The Call for Projects can be consulted here and the Application Form can be downloaded here.
