Professionalization of evaluation in Albania through a Master Programme in Elbasan University of Economics, based on transfer of expertise from Romanian Society of Evaluators
IOCE – International Organization for Cooperation in Evaluation and EvalPartners provide valuable support to exchange experience on joint licensing/credentialing system to be applied throughout a regional/global coverage for the recognition of professional competences of evaluators.
In this respect the twinning project among RoSE - Romanian Society of Evaluators and ASPE - Albanian Society of Programme Evaluators, implemented from September 2015 to March 2016, was aimed to enable the transfer of best practice from Romania as EU Member State to Albania.
RoSE has developed the occupational framework for Romanian development evaluators by carrying out occupational analysis and drafting occupational standards, which were enforced at national level in 2012 by the Romanian Authority of Qualifications. As a recognition of its contribution for supporting the strategic areas of the EvalPartners’ vision it received the 2015 Award for excellence at regional level. RoSE supports professionalization in evaluation as a certified training provider and by promoting partnerships with Academia according to its mission and in line with these standards.
Albania is eligible for a large range of EU funding programmes such as Integrated Actions, IPA Technical Assistance and Territorial Cooperation. For all these EU Programmes Albanian evaluators are needed.
In this respect ASPE and Elbasan University of Economics and Business Administration organized in early March 2016, an open event in Albania, to present ROSE’s experience on enhancing competences in evaluation. The public event, chaired by the University Dean provided the opportunity for a large audience of Students, University Graduates and Teachers to reach a clear understanding on the need of developing a cohesive Master Program to provide students with appropriate knowledge, skills, and dispositions they will need for successful professional practice in evaluation. Considering the best practice in Romania, and the international credentials of RoSE’s trainers, including working records in Albania, it was agreed to establish a partnership between the University of Elbasan and the Professional Associations of Evaluators (RoSE and ASPE) aimed to enable the transfer of experience from Romania to Albania through a joint Master Program for University Graduates.
